Yep, I'd recommend the eyebolts. Only one hole to drill per axle end that way.
Also, plastic toilet bolt covers from over in the plumbing department will cover up the sharp edges of the hardware.

You can get strips of 1/16th inch thick natural rubber from McMaster-Carr http://www.mcmaster.com It's not abrasive, but it's very nonskid. Contact cement works well to attach it. That sounds like very complex rules for a Cubmobile. However, one hint I do have for you -- lauan doorskins. They're essentially a 3-ply 1/8 inch plywood. You might consider getting a replacement pair of safety beams for a garage door opener. They seem to be about fifty dollars or so.

(snippage) The total cost just to switch will be over $110. Wheels go from $5 each for the 861 (8") model to $15 apiece for the 11" wheels... due to lower demand for the larger wheels. The steel rod also goes from $7 for 3/8inch rod (36inch length) at Lowes to mail-ordered (McMaster Carr)...
