The issue with the step is that the DIAMETER of the circle that comes in contact with the axle is larger when the NAIL HEAD IS TAPERED. The Pro Outer Hub Shaver will let you increase the depth of the countersink. This will make the outer edge to be the same depth as the inner edge resulting in a flat surface. Vibrations do occur and do make a difference. Two cars beside each other in the middle lanes will behave differently then the same two cars on the outer lanes of the 6 lane tracks.
