If it comes to a point that you are no longer willing to deal with the vendor, you can always go to your credit card company and explain that you haven't recieved the merchandise for which the vendor billed you. What are you using as the canopy ballast? To me it looks a little different than the usual commercial tungsten canopy . The canopies are Split Wooden Pullet Eggs that you can find at your local craft store for about 50 cents each. I buy them in bulk and give them to the kids as canopies at our work...

Maybe you can add something that makes Perry look like he's sticking out his tongue? You only need an inch to meet the limit. Also keep it about 3/4" wide so it properly breaks the light sensors at the finish line.
