The method that BB summarized introduces some changes that need to be noted:

The major improvement is that it more clearly emphisizes the randomness of the heat contestants and facilitates recording info needed to provide an audit trail.

Some issues that I have are that if you have racers that leave before they are eliminated, you don't find out about it until you have committed to the pairing.

It shares the charted racing problem of getting the racers where they need to be. The original method manages the racers in bunches. Consequently, you don't commit to a pairing until you have the racer "in hand."

Both methods allow easy incorporation of late arrivals ... an important consideration for a district/council event.
