Best Timer for a DIY Engineer

I just ordered a 42 foot two lane BestTrack and am in need of a timing system. Was thinking about using a PLC but the scan time will most likely be too long. Any suggestions on what I should buy and / or build? I am open to either purchasing a complete unit or I can cobble a kit together. I also want the serial interface to a PC so I can use race software.

Any recommendations? Cheap is my friend :D
